Licence Conditions and Codes of Practice

This revised version of the Commission’s Licence Conditions and Codes of Practice (LCCP) has come into effect on 1 January 2009 and all licensed operators and personal licence holders will be issued with new licences by that date. This version of the LCCP will replace the one published in June 2007.

The LCCP has been revised in order to take account of a number of issues raised within the Commission and by the industry since June 2007. The Commission’s proposed changes were the subject of a twelve-week consultation period ending on 3 July. The Commission received 32 written responses to the consultation proposals.

The principal changes to the LCCP are:

  • modifying licence condition 8 (Display of licensed status) in respect of remote operators and adding a provision in respect of gaming machine technical and gambling software licences;
  • reducing the number of key events under licence condition 15.2 and adding an ordinary code provision in respect of events that have a material impact on licensees;
  • removing the note attached to personal licences (referring to information requirements applying to operators) and adding a list of key events relevant to personal licence holders;
  • adding new social responsibility and ordinary code provisions in respect of the identification of individual customers by remote licensees.

Some details have been revised in other conditions and codes as well as a number of changes made to improve clarity, consistency of language and layout. This includes amalgamating provisions within certain sections where it was possible to remove duplication without changing meaning or losing clarity.

As the Gambling Act 2005 requires that we give notice of changes to licence conditions, we have written to all holders of operating licences with a copy of the new LCCP document, to arrive by 1 October. We have also written to all personal licence holders to tell them about changes in their licence conditions

Ivobank Launches Online Payments Services to Irish Market

Ivobank, the UK-based online bank, announced its service offering to the Irish market today with a view of targeting online gaming businesses and online gamers.

The new online bank, which was established earlier this year, is authorised and regulated by the Financial Services Authority (FSA).  Ivobank offers fast and secure online payment and money transfer services in the UK, Spain, France, Italy, Germany and Canada.

Online gaming merchants and businesses in Ireland will benefit from competitive rates of interest on deposits held (up to 3.25% AER on € and 4.25% on GBP) while all funds transferred by customers are indemnified and settled immediately, 24 hours a day seven days a week.  Low transaction fees and multi-currency settlement with localised payment options will make the Ivobank service an attractive option for gaming companies in Ireland.

"The online gaming industry is particularly popular and thriving in Ireland with many of the industry's major players being based in the country. The online gaming market in Ireland is growing by 20% each year and is worth an estimated €100million per annum," Ivobank's Director of Commercial Development, Martin Peterlechner, said.

"Many of the gaming companies have been ill-served to date, resulting in relatively high costs, low levels of service and limited choice," Mr Peterlechner continued. “We aim to plug the gap by offering instant and highly secure online payment services to gamers and gaming businesses, combined with competitive interest rates. While the bank is open to anyone, it has been specifically designed with online gamers in mind."

Irish online gaming customers can take advantage of secure and fast online payments, 24/7 customer support via telephone, online Live Chat and secure email, and competitive rates of interest on deposits held (up to 3.25% AER on € and 4.25% on GBP). On top of this, Ivobank allows customers in Ireland to move money instantly from their account to friends and family overseas for free, making it very attractive for international money transfer.

Ivobank represents an alternative to the current merchant and consumer payment providers by combining the services offered by online payment companies with the benefits, peace of mind, and security of an FSA-licensed bank.
